GULEN MOVEMENT PAVES WAY FOR NEW ISLAMIC WORLD ORDER
BILLIONS POUR INTO GULEN’S COFFERS FROM DRUG TRADE

East Turkistan is not a real country, although it receives millions in foreign aid from the United Nations and the United States.
Only one organization and one country recognize the existence of this mythical place – – the Central Intelligence Agency (CIA) and Turkey.
The leader of this country does not reside in the steeps of Asia but in Chicago, Illinois.
East Turkistan represents an area of the Xinjiang province of China that is south of the Tian Shan mountains. It is inhabited by 8 million Uyghurs, 1 million Kazaks and Kyrgyrs, and 7 million Han Chinese.
East Turkistan was made a country by the proclamation of Morton Abramowitz, a former Ambassador to Turkey, and CIA operative Graham Fuller in a ceremony that was held in Washington DC in September 2004. They also singled out Enver Turani, a resident of Chicago, to serve as the head of this new phantom government
Why would Abramowitz, who now serves as a senior fellow at The Century Foundation and Fuller, presently a senior political scientist for the Rand Foundation, take such extraordinary measures to carve out a “nation in exile” from a vast swath of mainland China?
The answer resides with the Gulen movement and gives further credence to the allegation that Fethullah Gulen, who lives within a mountain fortress in Saylorsburg, Pennsylvania, is “the most dangerous Islamist on planet earth.”
In recent years, the CIA has assisted Gulen in his effort to restore the Ottoman Empire and to create a New Islamic World Order by channeling billions into the coffers of his movement. More revenue was provided by UNOCAL, Gulen’s major corporate sponsor, which has major oil and natural gas interests in the “stans” of Central Asia. Hamid Karzai, president of Afghanistan, once worked as a senior consultant for UNOCAL.
Gulen, an exile from Turkey, used some of this money to fund the Justice and Democratic Party (Adalet ve Kalkinma, AKP), which has gained control of the government in his native land.
Abdullah Gul, Turkey’s first Islamist President, is a Gulen disciple along with Prime Minister Recep Tayyip Erdogan, and Yusuf Ziya Ozcan, the head of Turkey’s Council of Higher Education.
Under the AKP, Turkey has transformed from a secular state into an Islamic country with 85,000 active mosques – – one for every 350- citizens – – the highest number per capita in the world, 90,000 imams, more imams than teachers and physicians – – and thousands of state-run Islamic schools.
Gulen also used a portion of his vast fortune to establish thousands of Islamic schools throughout the newly created Russian republics of Uzbekistan, Kazakhstan, Kyrgyzstan, Turkmenistan, and Azerbaijan.
These countries were populated by Turks – – Turks who were once part of the Ottoman Empire – – Turks who still speak Turkish and practice Turkish customs.
According to Sibel Edmonds, who served as a translator of Turkish governments for the FBI, the CIA sought to gain control of the vast natural gas and oil reserves of the newly created Russian republics by using Turkey as a proxy since the inhabitants of these countries remain virulently Anti-American.
Fethullah Gulen represented the means for the CIA to gain a footing in Turkey and the Turkish republics.
Like the inhabitants of the new republics, Gulen is a Turk, who intent upon the establishment of a universal caliphate, and a militant Islamist, who seeks to indoctrinate youth in the political teachings of the Qu’ran.
The strategy has worked like a charm from the jinn and untold millions of inhabitants of Central Asia are members of the Gulen movement who seek unification under a newly restored Islamic order.
Moreover, Turkey, under the AKP, has forged a strong alliance with Iran. This alliance was largely achieved through the workings of the Gulen movement among the Azeri population of Iran who speak Turkish rather than Farsi.
But, for total control of the natural resources of Central Asia, the CIA recognized the necessity of setting the stage for the annexation of the portion of China’s Xinjiang province that is largely inhabited by Turkish Muslims (Uyhars, Kazaks, and Kygyrs) into the new pan-Islamic empire.
The plans to accomplish this objective, according to Sibel Edmonds and court documents concerning Gulen’s application for permanent residency in the US, got underway in 1999 under the Clinton Administration.
Hundreds of Muslim Uyghurs from Xinjiang were transported to Afghanistan – -thanks to the CIA – – for training in Afghanistan under Osama bin Laden and the mujahadeen.
Following their training, the Uyghurs returned to Xinjiang to form The East Turkistan Islamic Movement, an organization affiliated with al Qaeda that has launched terror attacks throughout the Xinjiang province.
Like the Gulen Movement, the East Turkistan Islamic Movement was funded by money from the CIA’s control of the poppy fields.
Sibel Edmonds testified that he US needed “to keep its fingerprints off these operations” in order to avoid a popular revolt in Central Asia and severe repercussions from China and Russia.”
Court recorders and testimony from former state department officials support the following conclusions:
1. The CIA has allowed the flow of heroin from Afghanistan into Europe and the United States in order to fund the Gulen movement.
2. The CIA has worked to establish a pan-Islamic state throughout Central Asia, including the Xinjiang province of China, in order to gain access for US firms to the substantial oil and natural reserves of this geographic area.
3. The CIA has worked with Osama bin Laden in order to create the East Turkistan Islamic Movement, a new Islamic terrorist organization.
Unfortunately, the above is merely the tip of the iceberg.

TO PLAINTIFF’S MOTION FOR SUMMARY JUDGMENT
Plaintiff Fetullah Gulen asks this Court to find that
the United States Citizenship and Immigration Services’
final action on his application for a preference visa as an
alien of extraordinary ability in the field of education was
arbitrary and capricious and not supported by substantial
evidence. Because the evidence of record, all supplied by
plaintiff, makes it very clear that plaintiff does not meet
the statutory requirements, his motion for summary judgment
should be denied.
Argument
As explained in Defendants’ Memorandum in Support of
Motion for Partial Summary Judgment (Deft. Mem.), summary
judgment is appropriate where the moving party, through
affidavits, depositions, admissions, and answers to
interrogatories, demonstrates that there is no genuine issue

as to any material fact and the moving party is entitled to
judgment as a matter of law. Jalil v. Advel Corp., 873 F.2d
701, 706 (3d Cir. 1989); Fed. R. Civ. P. 56(c). Because
this case arises under the Administrative Procedures Act,
plaintiff must show that there is no issue of material fact
and that the agency action was arbitrary, capricious, an
abuse of discretion, contrary to law, or unsupported by
substantial evidence. 5 U.S.C. § 706; Camphill Soltane v.
U.S. Department of Justice, 381 F.3d 143, 148 {3d Cir.
2004). Substantial evidence in this context is “more than a
mere scintilla” but “something less than the weight of the
evidence, and the possibility of drawing two inconsistent
conclusions from the evidence does not prevent an
administrative agency’s findings from being supported by
substantial evidence.” Port Norris Express Co.. Inc. v.
Interstate Commerce Commission, et al., 697 F.2d 497, 502
(3d Cir. 1982). The nonmoving party (here, the government)
can defeat summary judgment by identifying substantial
evidence of record which supports the agency’s decision.
As set forth in Defendants’ Memorandum, the term
“extraordinary ability” means a level of expertise
indicating that the individual is one of the small

percentage who have risen to the very top of the field of
endeavor. 8 C.F.R. § 204.5(h)(2); Yasar v. DHS. 2006 WL
778623, *1 (S.D.Tex.) (“This type of visa … is the most
preferential classification available for immigrants who are
considered ‘priority workers,’ and so it is reserved for
aliens whose credentials and accomplishments place them at
the very top of their field.”) To establish that he is an
alien of extraordinary ability in one of the designated
fields, a petitioner must show that he has achieved
sustained national or international acclaim at the very top
level. 8 C.F.R. § 204.5(h)(3). To prevail on his motion
for summary judgment, then, plaintiff must show that the
undisputed facts of record establish that he has achieved a
level of expertise in the field of education which places
him at the very top of the field of education, and that the
agency’s decision to the contrary was arbitrary, capricious,
unsupported by substantial evidence, or contrary to law.
In this case, the record contains facts which suggest
that plaintiff has made contributions to the field of
education by advocating the establishment of schools in
Turkey and elsewhere, and the agency has acknowledged that.
See A.R. 00010-00011 (AAO decision). However, the record

also contains overwhelming evidence that plaintiff is not an
expert in the field of education, is not an educator, and is
certainly not one of a small percentage of experts in the
field of education who have risen to the very top of that
field. Further, the record contains overwhelming evidence
that plaintiff is primarily the leader of a large and
influential religious and political movement with immense
commercial holdings. The record further shows that much of
the “acclaim” that plaintiff claims to have achieved has
been sponsored and financed by plaintiff’s own movement. It
is the government’s position that the evidence of record
permits only one conclusion: that plaintiff has failed to
meet the requirements of an alien of extraordinary ability
in the field of education.
In his Memorandum of Law in Support of Plaintiff’s
Motion for Summary Judgment (Pi. Mem.), plaintiff has
attempted to reframe the issue for this Court as whether
plaintiff is involved in education, and whether he has
achieved sustained international acclaim. The difficulty
for plaintiff is that the statute requires that he show that
he has achieved sustained national or international acclaim
in the field of education and that he has attained a level

of expertise that places him at the very top of the field of
education. His attainment of international acclaim in the
field of religious tolerance and interfaith dialogue is
irrelevant. Similarly, whether religious scholars recognize
him as a leader in the field of religious tolerance and
interfaith dialogue is irrelevant. Religious tolerance and
interfaith dialogue are not fields for which Congress has
granted visa preferences.
Two analogies illustrate the difference. The
industrialist Andrew Carnegie gave millions of dollars to
establish libraries and colleges all over the United States.
This would not make Andrew Carnegie a person of
extraordinary ability in the field of education if he were
alive today; he would still be an industrialist. Scholars
all over the world study the work of Albert Einstein and
recognize him as a leader in the field of physics. If he
were alive today he would certainly be a person of
extraordinary ability in the field of science, but he would
not be a person of extraordinary ability in the field of
education. Plaintiff is a leader in the fields of religious
tolerance and interfaith dialogue; the fact that he supports
education and his work is studied by educators does not

convert him into a leader in the field of education.
At page 39 of his Memorandum, plaintiff argues that
because most universities “show subject matter disciplines
organized as departments, such as … theology …. the
field of education is broad and encompasses many fields of
studies, including theology.” This argument makes the
statutory limitation of aliens of extraordinary ability to
the fields of science, arts, education, business and
athletics meaningless. If every discipline taught in
universities were encompassed in the field of education,
there would be no reason for Congress to have singled out
science, arts, business and athletics, since most
universities have departments in all those fields. It could
have simply provided visa preferences for aliens of
extraordinary ability in education. It did not do so,
however; it set forth specific fields to which the visa
preference applies. The fact that theology is a legitimate
field of study at the university level does not make
theologians into experts in the field of education.
In his Memorandum, plaintiff sets up various straw
arguments and shoots them down. First, he states that
“Defendants’ arbitrary decision that Plaintiff can have only

one occupation, either clergy or education, is contrary to
established binding precedent.” PI. Mem., at 37. Defendants
made no such decision. Defendants found first that
plaintiff applied for the visa preference as a clergyman.
A.R. 00002; see also A.R. 00243-245 (plaintiff’s 1-140
petition, which identifies plaintiff as a clergyman and
makes no mention of education). Defendants did not
foreclose the possibility that religious leaders could be
persons of extraordinary ability in the field of education:
We do not contest that certain religious figures,
such as the Pope, have previously engaged in
educational activities or, as noted by Professor
Esposito, that religious organizations have
operated institutions of learning. These examples
of religious leaders or institutions promoting or
providing education do not establish that
religious occupations fall within the field of
education.
A.R. at 00005. The AAO concluded that plaintiff had not
established that his field of expertise fell within the
sciences, arts, education, business or athletics. The AAO
did not conclude that no religious figure could so qualify.
Similarly, plaintiff asserts that defendants
“arbitrarily concluded that Plaintiff can have only one
occupation or area of expertise.” PI. Mem., at 38. This is
not an accurate characterization of the AAO’s decision.

Defendants examined the evidence submitted by plaintiff in
depth, including both evidence of his religious activities
and evidence of his role in educational activities, and
concluded that he had not established that he is an alien of
extraordinary ability in the field of education or that he
intends to continue working in the field of education.
A.R. 00014.
Plaintiff asserts that he has produced substantial
evidence of his alleged expertise in the field of education,
but he points to very little actual evidence. He states
that he has expertise in the field of education “because he
has developed methods of teaching that incorporate religious
tolerance into educational institutions” (PI. Mem., at 40),
but he nowhere identifies those methods. He claims he
“focuses on teaching religious tolerance to children at a
young age as part of their education” (id.), but he presents
no evidence to support this claim. None of his writings set
forth curricula or teaching methodology; none of his
writings are addressed to children; he has presented no
evidence that he himself teaches children, or teaches people
who teach children. He claims his work is used by “hundreds
of schools based on Plaintiff’s methodologies” (.id.), but he

nowhere identifies or describes those methodologies.1
Plaintiff argues that “entire conferences have been
held focusing on his scholarly work, including his work in
the field of education.” Pi. Mem., at 43. As an example,
he cites a conference which he claims “was organized by the
British government (House of Lords),” among others. See PI
Mem., at 43, 51, 62. The evidence does not support this
assertion. The Proceedings of that conference were
submitted by plaintiff in support of his application, and
copies of relevant portions are attached hereto as Exhibit
A. The House of Lords is listed under the somewhat
misleading heading “Organisers & Venues,” and the materials
indicate that one of the sessions was held at the House of
Lords, but there is nothing whatsoever to suggest that
either the British government or the House of Lords in any
way endorsed, sponsored or organized this conference.

An examination of the Proceedings reveals that none of
the presenters is an expert in the field of education. Ex.
A, at 00003-00051. Most of the presenters are students or
professors of religion or political science; several of them
are associated with the Gulen movement.3
The papers presented at the conference reveal that the
Gulen movement is primarily religious and political, not
educational. For example, Mustafa Akyol, in his paper “What
Made the Gulen Movement Possible,” states:
The line of reasoning that Gulen articulates – the
argument for an Islam which demands a liberal
democratic, not Islamic, state – also explains the
remarkable alliance in today’s Turkey between
Muslim conservatives, and especially the Gulen
movement, and the secular liberals. Their
coalition is in favour of the EU bid and
democratization, whereas the nationalist front –
which includes die-hard secular Kemalists, ultraright
wing Turkish nationalists, and hardliner
Islamists – abhors both of those objectives. It
is no accident the daily Zaman and its English
language sister publication, Today’s Zaman – which
both belong to the Gulen movement – hosts [sic]
many liberal columnists.

In his paper “The Fethullah Gulen Movement as a
Transnational Phenomenon,” Bill Park describes the
movement’s use of education as a way to “Islamize” society:
Gulen propagates a kind of ‘educational Islamism’
as opposed to a ‘political Islamism’ ….
Through the internalized spiritual transformation
of individuals will come a wider social
transformation and, at least in Islamic societies
(including Turkey) in which Gulen institutions
operate, a (re-) ‘Islamisation’ of modernity.
Thus, politics in Turkey and perhaps in other
Islamic societies in which the movement operates
should be ‘Islamized’ only via a bottom-up process
and indirectly, in which people and state are
reunited in a kind of organic way, through a
shared attachment to and internalization of faith.
In this sense, the Gulen movement’s mission in the
Islamic societies in which it operates can be said
to be a political project, but one that aspires to
achieve its goals indirectly.

The Conference Proceedings also reveal that the Gulen
movement involves a great deal more than inspiring followers
to establish schools. In “Funding Gulen-Inspired Good
Works: Demonstrating and Generating Commitment to the
Movement,” Helen Rose Ebaugh and Dogan Koc state:
The projects sponsored by Gulen-inspired followers
today number in the thousands, span international
borders and are costly in terms of human and
financial capital. These initiatives include over
2000 schools and seven universities in more than
ninety countries in five continents, two modern

hospitals, the Zaman newspaper (now in both a
Turkish and English edition), a television channel
(Samanyolu), a radio channel (Burc FM), CHA (a
major Turkish news agency), Aksiyon (a leading
weekly news magazine), national and international
Gulen conferences, Ramadan interfaith dinners,
interfaith dialog trips to Turkey from countries
around the globe and the many programs sponsored
by the Journalists and Writers Foundation. In
addition, the Isik insurance company and Bank
Asya, an Islamic bank, are affiliated with the
Gulen community.
Ex. A at 00057 (citations omitted).
There are several interesting aspects to the abovequoted
passage. First, it is important to note that the
authors refer to schools “sponsored by Gulen-inspired
followers,” not established or sponsored by plaintiff.4 Of
equal importance, the passage refers to the movement’s
sponsorship of “national and international Gulen
conferences.” This evidence is consistent with the contents
of the radio interview quoted at length in defendants’
memorandum in support of their motion for summary judgment,
and suggests that the academic conferences plaintiff relies
on to support his claim that he is recognized as a scholar

We also hate those guys ruining our country… They use our religion for their own benefit and try to split our country to pieces. With their evil games now kurdish are demanding land, seperate individual football leaguea and more.
We do not need any changes in our country actually . Everybody is free to speak and live their language and culture. It is same for hundreds of years.
I am not a fan of Gulan or his religious teachings. But I think the writer is not aware of the history of Uyghurs or East Turkestan and highly suspicious of CIA. His argument is based upon false assumptions, exaggeration and contradictory conclusion. His writing simply has no credibility whatsoever. All of his three conclusions look stupid. I am not sure if he does indeed have a PhD degree or a degree equivalent to Gulen’s.

Thank you so much for the posting of so much information. I went to take a look at one of the Harmony Schools to enroll my son prior to doing my own research about the school. I thought it odd how the principal could not even talk english (he was turkish). He gave me a tour of an outdated office bldg. that had a stale odor and was dirty. It looked like a front that was my first impression and now I know why. I found your article when researching. Along with alot of other information on how they gear the children towards everything turkish. I think its great to learn of other cultures but there are no other teachings of any other countries in the cirriculum. Thanks again I am a very concerned parent and worried about many other children that are being used for this scheme. I will inform everyone I know about it. As for the goverments role in this I am not at all surprised they don’t care what they do to any of us, we are all fare game. Thier dirty work has gone on since the birth of this country.

I was at the wonderfull beaches of Antalya where imperialism wanted to leave it to İtalians at 1919.
Why should I go to beaches at Israel. First they are terrible hot. Second most of the Israiles want to have a holiday in Antalya Hotels. Cheap and not so hot like Israilies.
Yes you are right some of them cancelled their bookings, I have heard it too but I have experienced some israeli neighbours, an d some iranian neighbours in our 5 star holiday village. We all swimm hapily and friendly.
Almost all the cancelations are rebooked by european and russian people. Its hart to find a good room in Antalya hotels nowadays.
If you dont believe me please try some bookings.

The Italians didn’t want the beaches of Antalya, they already had it centuries before they just wanted to reclaim the Roman Empire.
Europeans no way! ha ha that is too funny. Europeans stay in Europe to vacation. and the only Russians that go to Turkey are prostitutes and mighty fine ones i might add.
We have no problem with the facts and truth, we don’t have article 301 that censors outside truth and only allows government sponsored propaganda.

Go suck eggs mate. I own an apartment in Antalya, you must never have lived there. It is the hottest city in Turkey on a day by day basis of 44 degrees day in and day out. Are you insane with your claims. But then Turks never let facts get in their way. Taqiyya I think it is called.
I wish the Italians had stayed there. Perhaps I would not have been able to afford an apartment there then. But, that’s life my friend.
There are still hotels and fine ones in Antalya and many you will not find on the net.
Antalya, is a great example of who was there first. Antalya has layers and layers of civilization. Greek, Roman, Byzantium, Crusader palaces, as well as the very ancient Anatolean races and it is flogged to the tourists. Not a lot left from the murdering Ottomans unless you count all the Christian churches stripped of their Iconography and beauty and replaced with bums to the air pointing to Allah which belong to the boys only church they believe in.
I once asked my friend why women were not allowed into the floor of the Jami and she said that their men were too sexy and could not be trusted. I agree, they cannot be trusted and they lie, just like you.
As for the Natasha girls. I have met many of them. Mostly driven to this work by the corruption in the Ukraine and Russia. They would love to be in their own country and be able to earn a living but this is not the reality of their world unfortunately. I have know many of them and they certainly do not choose this life and many are badly beaten. Some end up in a permanent relationship with a Turkish man just for shelter. They have a dreadrul life as you would know and many die and are never found again. No one looks for them and they are soon forgotten. If you know Turkey you must know there are a million places to hide bodies.
America the Brave, I also wanted to tell you about a film from Afghanistan called Osama. the first film made after the ousting of the Taliban. It is a very sad story about a little girl who poses as a boy to learn to read and write. A must see film of the plight of Muslim woman and girls. It was made by an Afghan film maker.
i watched that movie with my mother Therese, in one of the Turkish Tv channels, the saddest movie ever. My mother said she would rather kill herself and me instead of facing with that dreadful situation. Persepolis is a nice movie too, to understand what was going on in Iran from the little girl´s eyes.
Therese thanks for the reminder I heard it is an exceptional movie! Reminder though there are many educated Afghani women. I know 6 Afghani Doctors – 4 are women and 2 are sisters. They all went to the University of Kabul.
Check out “The Kite Runner” an excellent book and movie about the friendship of 2 Afghani boys from different tribes.
Thank you too AmericantheBrave, and I have the DVD of The Kite Runner it is an outstanding film. Always enjoy it once a year or so. These people have so much to offer and yet…………………? There is always hope. I went to University with a woman from Afghanistan. We have many Afghanistan people in Australia and they actually opened up the centre of Australia more than 150 years ago. This is why we have hundreds of camels roaming the interior and desert regions of this country and we now export camels to overseas destinations as they are pure bred. Strange how things go.
Serra, I did not know about Persepolis but I will track it down thank you and did you see The Colours of Paradise from Iran? also a heartwarming experience and glad to hear they are showing it on Turkish TV. Thanks a lot for this.

Disguised in boys’ clothes, two girls aged 13 and 14 had been fleeing for two days over mountain passes into Herat Province to escape their illegal, forced marriages to much older men. A police officer spotted them as girls and sent them back to their remote village in Ghor Province. There they were publicly and viciously flogged for daring to run away from their husbands.
Their tormentors, who videotaped the abuse, were not the Taliban, but local mullahs and the former warlord, now a pro-government figure who largely rules the district where the girls live. Sympathizers of the victims smuggled out two video recordings of the floggings.

Stories like these remind us again how important it is to support the work of RAWA, the Revolutionary Association of the Women of Afghanistan. RAWA offers shelter to girls, education to orphans and a future of financial security for war widows through literacy and home industry training. To secure the continued operation of the school and the Vocational Training Centre for women supported by SAWA, the stream of donations has to be kept at a steady rate of flow. Please do not forget your sisters in Afghanistan.
